Pascal Saint-Amans is a leading international tax expert renowned for his pivotal role as Director of the OECD Centre for Tax Policy and Administration (2012–2022). He spearheaded groundbreaking reforms, including the BEPS (Base Erosion and Profit Shifting) project, which reshaped global tax rules to combat corporate tax avoidance. His leadership drove the Two-Pillar Solution, establishing a 15% global minimum corporate tax rate (Pillar Two) and reallocating taxing rights for multinationals to market jurisdictions (Pillar One). By securing consensus among 140+ countries, he advanced transparency, curbed profit shifting, and modernized international tax cooperation, cementing his legacy as a transformative force in global tax policy.
